But if the situation changes, it does not seem to be materializing in the state bureaucracy. It seems as if the bureaucracy has started a new experiment by defining this policy with a view to running the administration through ping pong diplomacy in a good governance government..! Something like this was seen in the order issued by the Mahanadi Bhawan School Education Department on 29th February. According to which, suspended lecturer Rajesh Mishra has been reinstated and made the District Education Officer in-charge of Narayanpur.
During the Question Hour in the second session of the Sixth Legislative Assembly, a series of questions were fired from the ruling party regarding various works done during the tenure of the previous government. The excitement of the questions during the session was reminiscent of a game of table tennis. It is said about this game that the player returns the serve using his brain as quickly and intelligently as he can. He is equally successful. This session of Sahi Sarkar has been like this..! The ruling party dominated the opposition only through questions..! An order to investigate the matter of many departments was passed from the House itself..! Many investigation committees were formed..! One such famous case came out of the School Education Department. In the case of DMF irregularities, School Education Minister Brijmohan Aggarwal, while answering a question, had suspended four District Education Officers in the House itself. In which Kondagaon in-charge DEO lecturer Rajesh Mishra was also included. Investigation was going on against him in other cases..!
After the session ended, an issue related to a page of ping pong diplomacy came to light. The officer in-charge Rajesh Mishra was announced to be suspended in the Assembly. According to the order issued by the Mahanadi Bhawan School Education Department on 29 February for the same teacher, Rajesh Mishra was reinstated and made the District Education Officer in-charge of Narayanpur..! On the same day, on 29th February, Narayanpur Collector had also issued an order to Deputy Collector Sumit Garg to take the responsibility of Education Officer in-charge of the district.
Everyone in the Education Department is aware of the provisions of Chhattisgarh Education Service Recruitment Promotion Rules 2019 that the post of District Education Officer is a post to be filled by promotion. For this, a senior principal and five years of experience is required. Whereas the basic post of the present District Education Officer Narayanpur Rajesh Mishra is Lecturer. After all, what kind of game does he have, Kondagaon during the tenure of Bhupesh Sarkar… then after being suspended in the Assembly during the tenure of Vishnu Dev Sai government, a new charge was given four days later as soon as the session was adjourned indefinitely.
We found in our investigation that it is not possible that a lecturer on the post of District Education Officer should be made the in-charge District Education Officer. Whereas according to the data presented in the Assembly itself, there is a shortage of lecturers. There is also a shortage of principals. But many principals are still waiting for their turn to get promoted to a higher post. Even after that, making such posting in itself probably raises questions on the good governance of the government.
On ping pong diplomacy, China’s side says that the hope of China-US relations lies in the people, the foundation lies in the people, the future lies in the youth, and the vitality lies in the regions. But the steps that have been taken towards using ping pong diplomacy in the state bureaucracy and good governance government, if we study the fifty-two year history of this policy, we will find that that policy opened the doors of the world for China. Today China is a powerful nation. Which is connected with the world economically, politically and militarily, whose rise was due to the flexibility of the major countries of the world and America..! The good governance government of Chief Minister Vishnu Dev Sai has been elected by the people for only five years.
Today the situation is such that in 33 districts of the state, 60 to 70 percent of the posts of BEO and BRCC are still held by the teachers who were recruited by the old government and as in-charge education officers. Inchargeism is at its peak in the education department. Food is being supplied in the name of ending attachment. The common teacher is watching the status of his colleagues. The Education Secretary is boasting about bringing new schemes but the field condition is just the opposite. If the true picture of school education in Chhattisgarh is revealed, then the worst condition of school education is the worst in the country. It will happen in Chhattisgarh only. In such circumstances, a game of ping pong is necessary..! But a newly defined policy derived from ping pong diplomacy may not be beneficial.
Now the situation has once again changed rapidly. BJP has announced candidates for all 11 Lok Sabha seats in the state. Now there will be changes in the system soon. The name of Brijmohan Aggarwal has been announced from Raipur Lok Sabha. According to the current political equation of the eight-time MLA, his supporters are assuming his victory. If Brijmohan wins, someone else will become the new Education Minister. It will be interesting to see whether he will also come up with a newly defined policy of ping pong diplomacy to run the administration.
